
About the Project/Plan:
A Master Plan is a dynamic, long-range planning document that establishes a vision, goals, and recommendations to guide decisions and development 10 to 20 years into the future.
The Master Plan for Pleasant Oak Park (renamed David Smith Memorial Park) will identify opportunities to expand inclusive recreation amenities, enhance natural features, and celebrate the Town’s indigenous history.
The goals of the project are:
Design a vibrant, inclusive park through placemaking that celebrates nature and cultural history.
Create a regional play destination and neighborhood social hub.
Minimize impact on residents in the neighborhood.
Complement activities and needs of the adjacent school.
Offer a multi-generational recreation space that is inclusive of everyone.
Ensure the recreation goals of the community today and in the future are met.

The Process
The final product for this project will be a park-specific planning document to guide the Town in making decisions for Pleasant Oak Park (renamed David Smith Memorial Park) and serve as a tool for the Town to garner funding for future construction.
The Pleasant Oak Park (renamed David Smith Memorial Park) Master Plan will include:
an overview of the Town of Windsor and the current context of the park;
an assessment of the existing conditions of the park;
a summary of community engagement efforts and input;
a conceptual design and set of recommendations to guide future designers and developers; and
an implementation and funding plan to guide the Town in constructing the improvements.
